What
An idea incubator which allows people to easily post up their ideas, tag them and give an indication of how many people would be needed to get it implemented. It is open ended in terms of the hopeful content, everything from community web apps to humanitarian projects.
The other aspect is people looking to form teams to work on certain ideas/projects can register their interest for ideas they like, hooking up with other team members.

I would use it, to get ideas from others, to test mine, to be creative. It is fun!
I like it. Well done and useful. I would put the “Latest Ideas” at the top of the screen and the “Popular..” towards the bottom so as not to continuously drive traffic to the same ideas. Here’s my idea: http://ideasftw.r08.railsrumble.com/ideas/23
